The application for permanent residence under the skilled worker category (federal) may be made by foreigners who meet the definition of a skilled worker or professional.

The federal skilled workers offers a new component qualification that is offered to international students who are pursuing or have completed a doctoral ( Ph D ) in Canadian institutions. Please read the instructions for more information.
Important :
New forms, an instruction guide and a checklist of documents (IMM 5612) are now available. Applicants should follow the new instruction guide to better prepare their applications.
The skilled workers (federal) received by the Centralized Intake Office ( CIO ) after November 14, 2011 will be prepared using the instruction guide and update checklist of documents (IMM 5612) or they will be returned as incomplete.
The CIO will continue to accept the Application for Permanent Residence in Canada (IMM 0008) until March 31, 2012. After this date, only the new version of the generic application form for Canada (IMM 0008) will be accepted and all other previous versions will be returned to the applicant.
Note: As of July 18, 2011, applicants for permanent residence must complete the new generic application form for Canada (IMM 0008). Applicants are encouraged to complete the form electronically and to validate the information to generate the 2D bar code before printing. To ensure you have the latest version, please use the link to the application form.
There are two other programs for skilled workers seeking permanent residence:

Complete, validate, print, sign and date your application forms
To ensure you submit all pages:
IMM 0008:
Click the “OK” at the top or bottom of the form.
Note : To validate the form before printing ensures that you have answered all the questions which will prevent delays in processing your request.
A final page with bar code and a field for the signature will be automatically created.
Print, sign and date the form.
Print on white writing paper, not glossy
The use of a laser printer is recommended
Position the print bar code over each individual request.

Important: Visa offices in Abidjan, Accra, Ankara, Caracas, Guatemala, Havana, Moscow, Nairobi and Vienna offer a different payment method for applicants who are not able to pay in Canadian funds. Please refer to these websites for more information regarding the method of payment.
